Leonid Petrovich Telyatnikov was born on January 25, 1951 in the village of Vvedenka in the Borovsky district of the Kostanay region, later he moved with his family to the village of Taranovskoye. After graduating from high school, he worked as an electrician at an automobile repair plant. In 1971, he graduated from the Ural Institute of the State Fire Service of the EMERCOM of Russia. He had a rank in boxing and fire-applied sports. Later, he received additional education at the Academy of the State Fire Service of the Ministry of Emergency Situations of Russia.

L.P. Telyatnikov began his career after graduating from the institute in the Department of Internal Affairs of the Rudnensky City Executive Committee, where he was an inspector of the fire protection department. And in 1973 became an inspector of the state fire protection department. From 1978 to 1980, he held the position of head of the state paramilitary fire protection of the Department of Internal Affairs of the Kostanay City Executive Committee. Then he was appointed deputy chief of the paramilitary fire department № 69 of the city of Kostanay.

In 1982, Leonid Telyatnikov became a senior engineer of the group for the supervision of lettered objects of the Fire Safety Department of the district Department of Internal Affairs of the Kiev-Svyatoshinsky district Executive Committee of the city of Kiev. In 1983, he was appointed head of the paramilitary fire department No. 2 of the Ministry of Internal Affairs of the Ukrainian SSR for the protection of the Chernobyl nuclear power plant.

On the night of April 26, 1986, a fire occurred at the 4th power unit of the Chernobyl nuclear power plant. Seven minutes after receiving the signal, fire crews began extinguishing the fire. All measures to extinguish the fire at the emergency power unit were led by the major of the internal service of Telyatnikov. He received a large dose of radiation exposure, was treated for a long time in Moscow.

For courage, heroism and selfless actions shown during the liquidation of the Chernobyl accident, by the Decree of the Presidium of the Supreme Soviet of the USSR dated September 25, 1986, Major of the internal Service Leonid Petrovich Telyatnikov was awarded the title of Hero of the Soviet Union with the award of the Order of Lenin and the Gold Star medal.

Then Leonid Petrovich was the head of the sector of the fire testing laboratory, and from 1989 to 1993 he held the position of deputy head of the regulatory and technical department of the Fire Safety Department of the Kiev Regional Executive Committee. Subsequently, he became Deputy head of the Main Fire Protection Department of the Ministry of Internal Affairs of Ukraine.

In 1995, Leonid Telyatnikov held the position of deputy head of the State Fire Protection Department of the Ministry of Internal Affairs of Ukraine. In the same year, the Major General of the internal service retired. In 1998, he headed the Voluntary Fire Society of the city of Kiev. He was the founder of the Kiev children’s movement “Young Firefighter”.

Leonid Petrovich Telyatnikov died on December 2, 2004 at the age of fifty-three. He was buried at the Baykov Cemetery in Kiev.
