Ivan Ivanovich Dyachkov was born on September 21, 1921 in Orenburgskoe village in the Taranovsky district, Kostanay region. He also graduated from primary school here. He received his secondary education in Viktorovka village. After completing one-year pedagogical courses, he taught at the Viktorovskaya Secondary School.

The whole life of Ivan Ivanovich Dyachkov is connected with Kostanay region. He had to leave his native lands for a long time only once – to the front. From 1941 to 1944, he participated in the battles with the Nazis in the Battle of Kursk, during the crossing of the Dnieper and the liberation of Kiev, the defeat of the Korsun-Shevchenko enemy group and the liberation of Moldova.

After the war, he was on the party work for 20 years, founded and was the head of the Rudnensky Technical School № 1 and the regional house of technical creativity of vocational education students for 20 years. He founded a local history museum in the city.

The science of memory has become the life credo of I. I. Dyachkov. All his life he conducted historical and local history, cultural and educational work, was a member of the Union of Journalists of the USSR and the Kazakh SSR, honorary director of the Rudnensky Museum and an honorary resident of the city. He was awarded orders, medals, badges of distinction, an excellent student of the USSR vocational education system, an honorary cultural worker of the Republic of Kazakhstan, a personal pensioner.

He  died on July 15, 2015.
